The PA formed Severe Acute Respiratory Syndrome (SARS) Task Forces in every constituency during the SARS outbreak in March 2003. Set up under the Citizens’ Consultative Committees (CCCs), the SARS Task Forces were instrumental in helping the community overcome SARS.
Riding on the successful SARS Task Forces, EPGs were set up at each of the 84 CCCs in year 2004 to plan and organise local-level responses to emergencies. A sub-group under the CCC, its members comprise representatives of key grassroots organisations (GROs) in the constituency
