In the aftermath of the 9/11 terrorist attacks, we now have to look beyond civil emergencies and consider scenarios like Building Collapse, Bomb Explosion and Chemical Incident. The roles of our grassroots emergency units have expanded to encompass three other key areas.
What are some initiatives to build up the emergency capabilities of our grassroots emergency units and grassroots organisations?
The PA prepares, trains and supports the grassroots emergency units and grassroots organisations so that they can help residents in the community deal with unconventional threats brought about by acts of terrorism. Read on to find out more about our initiatives.

Community Engagement Programme
While we prepare ourselves for physical attacks, we also have to consider the psychological and social impacts of such attacks on our community. Community Engagement Programme (CEP) was introduced to bring together people from different communities to build confidence and trust before an incident strikes and to prevent and minimise racial and religious tensions that may arise after a crisis.
