The People’s Association (PA) was established on 1 July 1960, a year after Singapore attained self-government, to foster racial harmony and social cohesion. If you did not have the PA, Singapore would look quite different. The civic pride will be different, the cleanliness, the orderliness, the crime level will be different. Having created this environment, how do you continue to [bring people together] with a very different society? How do you get them together and interact? That is a big challenge.

CCCs form Constituency SARS Task Forces to tackle the SARS crisis in 2003. At the end of the SARS crisis, the task forces were transformed into Emergency Preparedness Groups to prepare the community for emergencies.
