The People's Association's mission is to build and to bridge communities in achieving one people, one Singapore. We do this through our network of 1,800 Grassroots Organisations, five Community Development Councils, the National Youth Council, National Community Leadership Institute, Outward Bound Singapore and Water-Venture.
(A) CONSTITUENCY MANAGERS
You will actively recruit and develop volunteers for the Grassroots Organisations (GROs) to promote racial harmony and social cohesion. You will also serve as an administrator and facilitator in the formation, development and consolidation of GROs at the constituency level. You will initiate and implement activities, programmes and services to meet the needs of the community at the Community Clubs (CCs) and Residents' Committees (RCs). In addition, you will take on one or more functional roles in the Constituency Office such as CC course development and maintenance.
Requirements:
- General Degree with good co-curricular activities record
- Experience in customer-service supervision, volunteer management or event management
- Good interpersonal and communication skills; as well as be willing to work on shifts and weekends
- Able to handle public enquiries and complaints, as well as attend regular meetings and events of GROs
(B) CONSTITUENCY MANAGEMENT EXECUTIVES
You will support Community Club (CC) operations and serve CC customers to actively promote and market CC activities, courses and events as well as attract new customers. You will also provide administrative support for the operations of the Constituency Office (CO) and Grassroots Organisations (GROs). In addition, you will take on functional and co-coordinating roles in Finance, Operations or Information Technology support in the CO.
Requirements:
- Diploma, preferably in a service-related discipline
- Experience in marketing, sales or customer service
- Prior knowledge in handling accounts would be advantageous
- Pleasant and positive personality; enjoy interacting with people from different backgrounds; as well as be willing to work on shifts and weekends
(C) RC MANAGERS
You will assist Residents’ Committees (RCs) to widen their outreach and deepen engagement with residents. You will assist RCs to promote and market RC activities, courses and events, form and develop Interest Groups, and attract new customers. You will assist in the operations of RC centres, RC accounts and provide administrative support for RCs.
Requirements:
- GCE 'A'/'O'/'N' level, ITE or Diploma qualification
- Proficient in MS Word, Powerpoint and Excel
- Preferably with simple book-keeping experience
- Pleasant and positive personality, enjoy interacting with people from different backgrounds and willing to work in the evenings and weekends
(D) CONSTITUENCY MANAGERS (WELLNESS)
You will actively oversee the Wellness Programme, as well as serve as an administrator and facilitator in the formation and development of the Active Ageing Committee (AAC) at the constituency level; thereby reaching out to seniors and engaging them in order to promote active ageing and community bonding. You will also act as a catalyst to encourage and assist the GROs to plan and implement active ageing projects in collaboration with the AAC and Senior Citizens Executive Committees (SCECs). In addition, you will attend monthly meetings of the AAC and take follow-up actions.
Requirements:
- General Degree, preferably in Social Science discipline
- Experience in social work or working in a people-related field
- Good interpersonal and communication skills; as well as be willing to work on shifts and weekend
(E) CONSTITUENCY MANAGERS (INTEGRATION)
You will be responsible for co-ordinating, planning and executing integration programmes in the constituency to ensure meaningful engagement of new immigrants; as well as actively driving the People's Association and Constituency Office's outreach efforts, with the aim of integrating them into the community and promoting social cohesion. You will provide support and guidance to the Integration and Naturalisation Champions to facilitate effective implementation of programmes and initiatives at the grassroots level. You will also co-ordinate communication and feedback to ensure policy planning remains relevant.
Requirements:
- General Degree, preferably in Social Science discipline
- Interest in community outreach and engagement
- Experience in working with volunteers and community organisations will be advantageous
- Ability to work independently and through others
- Good interpersonal and communication skills; as well as be willing to work on shifts and weekends
(F) CONSTITUENCY MANAGEMENT EXECUTIVES (WELLNESS)
You will provide administrative support to the Wellness Programme, as well as serve as an administrator and facilitator in the formation and development of the Active Ageing Committee (AAC) at the constituency level; thereby reaching out to seniors and engaging them in order to promote active ageing and community bonding. You will also provide staff support to the CC Senior Citizens Executive Committees (SCECs). In addition, you will attend their meetings; and cultivate the formation of interest groups in the SCECs and among seniors.
Requirements:
- Diploma, preferably in Social Science discipline
- Experience in social work or working in a people-related field
- Pleasant and positive personality, an aptitude for service work and ability to work with people of different backgrounds
- Able to work on shifts and weekends

Shahrel Shawall Hamid
Shahrel Shawall Hamid, a trainer with PA’s Water-Venture outlet used to be water phobic but fell in love with the sea when he was "forced" to join a kayaking activity during a camping trip in 1992. His love for the sea propelled him to be a trainer with Water-Venture ten years ago where he taught kayaking and sea rafting to student groups and young adults.
"I am happy to share my love for water sports activities with the public," said the father of two. His passion and dedication as a trainer won him the 2009 Most Active Trainer Award.
As a PA trainer, Shahrel could see how the popularity of kayaking and sea rafting had increased over the years. He attributed the growing popularity to the nature of these sports which are best enjoyed as a group.
"The sea brings peace to me. After kayaking, I am more relaxed and energetic and prepared to face the future challenges," Shahrel remarked.

Ang Ying Hin
I joined PA as an Assistant Constituency Manager (ACM) because I enjoy working and interacting with people. As an ACM, I work closely with my grassroots volunteers in organising outreach programmes for the residents to participate in and to get to know one another, thereby promoting social cohesion, racial harmony and community bonding.
One of my most memorable projects was the National Day dinner held in my constituency in 2008. I was given the task of organising an eight-course dinner for nearly 2,000 people and to oversee the 3-hour entertainment programme. At the end of the event, I had residents coming to me with their feedback, telling me how much they had enjoyed themselves. I derived great satisfaction, seeing how my contribution has led to the success of this event and it motivated me to work even harder.
I am thankful that this job has given me many opportunities to meet and work with people from diverse backgrounds and cultures. It has also taught me to be more culture-sensitive and to see things from different perspectives. Everyone has a part to play in the community and I am happy to know that I am involved in a part that brings people together.
Lim Hui Shan
When I first joined the People's Association (PA), the most common question that I encountered was – "Why PA?" It seemed like the impression that most people have of PA is that it only manages community centres, holds activities for senior citizens and organises cultural events like the Chingay Parade.
As a fresh overseas graduate with a Bachelor degree in Arts majoring in Behavioural Studies and Criminology, what did I see myself doing in PA?.
I knew that I wanted a job that was versatile, diverse and not desk-bound; where I could pick up new skills as well. Although I had not been deeply involved with my community, joining PA as an Assistant Constituency Manager (ACM) has provided me a good opportunity to know the local community and understand our society better.
After joining, I learnt that PA involved much more than what I had originally expected. In my role, I took part in grassroots meetings and I support grassroots events where I meet residents from all walks of life. I also gained valuable and insightful experiences from accompanying the Adviser on his house visits. Being a facilitator during these visits gave me great satisfaction, especially when I see the needs of residents being raised and met.
Though my scope of work can be challenging at times, I find this job extremely meaningful. I have learnt that being able to exercise different skills and having the heart to serve the community are the keys to getting this job done successfully with much fulfillment.
