The PA and its grassroots organisations regularly organises forums and seminars that give residents the opportunity to find out more about government policies and initiatives, to have their concerns addressed and to offer feedback to help refine policies and initiatives.
Community Forums
The Community Forums organised by the Citizens’ Consultative Committees (CCC) gives residents the opportunity to offer constructive ideas on improving their own neighbourhoods and to participate in community building.
PAYM Policy Forum Series
These forums by the PA Youth Movement (PAYM) offer opportunities for youths and young working adults to discuss and better understand current national issues, as well as the rationale, constraints and benefits behind the implementation of certain policies.
District Meetings
Each Community Development Council (CDC) organises a District Meeting every year to update stakeholders on their programmes and to engage them on upcoming plans.

The PA and its Grassroots Organisations' (GROs) Emergency Preparedness Programmes seek to strengthen the understanding and ties between people of different races and religions, and build up our community's skills and knowledge in coping with emergencies.
Through these Programmes, residents will learn emergency preparedness skills and get involved in emergency exercises. Our objective is to help Singaporeans cope with shock and to stay calm and be resilient. This will ensure that our community stays together, and we can return to our daily lives as quickly as possible.
A wide range of Emergency Preparedness activities and programmes are organised at the constituencies all year round. Through the Community Emergency and Engagement Committee (C2E) and Community Emergency Response Team (CERT), the PA and its GROs work with other emergency authorities to prepare, train and support the community to deal with emergencies which include the threat of terrorism. The initiatives include:
- Community Emergency Preparedness Day
- Publication of Grassroots Emergency Response Guide Book
- Community Safety and Security Programme
- Community Engagement Programme

Community Emergency Preparedness
Want to learn how to administer Cardiopulmonary Resuscitation (CPR) or use a fire extinguisher?
These are skills you will learn through the activities conducted on Emergency Preparedness Day (EP) Day. Organised by the grassroots organisations (GROs) with support from the Home Team agencies, EP Day is a round-the-year constituency-based event.
Community Emergency Preparedness is about getting residents prepared so that the local community will know how to respond effectively to an emergency.
Join us at our EP Days and equip yourself with basic knowledge on what to do during an emergency!
PA through its Grassroots Organisations (GROs) and Integration and Naturalisation Champions (INCs), help new citizens and Permanent Residents (PRs) settle in the community, providing platforms for them to interact with and bond with the local residents. Through their participation in various integration-centric programmes and GRO programmes/activities, the new immigrants can make friends and develop mutual understanding with their neighbours and other residents in the community.

Integration and Naturalisation Champions
Integration and Naturalisation Champions (INCs) initiate and spearhead integration and naturalisation programmes in the local community. INCs actively reach out to new citizens/PRs by conducting house visits to welcome and invite them to join grassroots activities to expand their social network. INCs also organise various grassroots activities such as welcome tea parties and festive celebrations to engage new citizens/PRs.
PA's Systematic and Continuous Engagement Framework
To achieve the key objective of PA’s integration efforts to widen our outreach and deepen engagement with new citizens/PRs (new immigrants), PA developed the Systematic and Continuous Engagement Framework which conceptualises the different levels of engagement attained systematically and continuously through participating in a series of focused programmes and activities.- Functional connection > House visits and welcome tea receptions
- Social Connections > Community sharing sessions, Festive celebrations, Community Learning Journey/ National Education Programme, Group Representation Constituency tours, Block parties, Floor parties, Interest groups, CC courses.
- Active involvement > Regular participation in community activities.
- Emotional attachment > Join as grassroots leaders, volunteers – help to organise block and floor parties, lead interest groups.
