Active Ageing
Discover how PA supports active ageing and senior well-being.
Every Senior Matters, Every Neighbour Cares
The People's Association builds caring and inclusive communities where seniors are valued, connected, and empowered to age with dignity and purpose.
As Singapore becomes a super-aged society by 2026—with one in four residents aged 65 and above—there is an increasing need to strengthen how communities support seniors. Through a nationwide network of community volunteers and partners, PA works to ensure that no senior ages alone, and that every individual remains an active and valued member of society.
Singapore's senior landscape is evolving rapidly. By 2030, we will face significant social challenges including a low total fertility rate of 0.97, smaller household sizes, and 122,000 seniors living alone. To address these challenges, PA's Active Ageing transformation centres on three key shifts:
CARE: Reinforcing Neighbourly Care for Seniors-in-Need
Strengthen neighbourly care by encouraging active seniors to look out for one another. They can say hello to neighbours, help with small errands, or simply have a chat. Through companionship visits, practical assistance, and meaningful social connections, we ensure seniors living independently remain supported and engaged within their communities.
CONNECT: Complementing "Ageing-in-Place" with "Ageing-in-Networks"
Engage adults in their 40s and 50s, preparing them to age well and connecting them to community networks. Our Community Centres & Clubs offer diverse, specialised programmes that enable seniors to connect across neighbourhoods through shared passions and common interests, building lasting friendships before retirement.
CONTRIBUTE: From Seniors as Passive Recipients to Active Contributors
Create meaningful opportunities for seniors and youth to learn from one another through intergenerational bonding. These connections foster mutual respect whilst recognising seniors as active, valuable contributors to our society, building bridges between generations.
How We Work: Strengthening Community through Partnerships
Active Ageing Committees (AACs) and Senior Citizens’ Executive Committees (SCECs) play complementary roles in promoting active ageing within the community.
AACs lead outreach efforts and spearhead Active Ageing Programmes by working with community partners and grassroots organisations to design and implement initiatives to encourage seniors to stay active, socially connected, and engaged.
SCECs provide platforms for seniors to come together through shared interests and activities. These interest groups form the backbone of community engagement, fostering friendships and a strong sense of belonging.
Together, AACs and SCECs plan and implement programmes that respond to the diverse needs of seniors, strengthening community bonds across neighbourhoods.
Building Communities Where Every Senior Matters
Our goal is simple: every senior matters and every neighbour plays a part. Through strong community networks, innovative programmes, and intergenerational bonds, we help seniors stay active, connected, and valued in neighbourhoods where they can thrive at every stage of life.Visit PA Active Ageing Facebook: https://www.facebook.com/PAactiveageing for information on our programmes and connect with like-minded seniors in your community!

Senior Profiling Exercise at Sembawang
The senior profiling exercise engaged residents aged 60 and above to better understand their social support networks and gather information on their needs, enabling connections to suitable community activities and timely assistance. It also proactively identified vulnerable seniors—especially those not captured in existing databases or who are socially isolated—so that early intervention could be provided, while rallying community partners and volunteers to support this effort.
Pilot Fall Detection System with ST Engineering for Seniors Living Alone in Teck Ghee
This is the first partnership between the PA Active Ageing Council, ST Engineering and Ang Mo Kio Community Centre, to pilot a community-based smart home safety solution for seniors. This initiative reflects PA's refreshed mission to spark and nurture community participation—bringing the people, private and public sectors together to introduce practical, technology-enabled solutions that support seniors living in the community.
